Congregational Vitality EMT Grant Funding Process
Stepping Into the Future God Is Forming
Isaiah 43:19 – “See, I am doing a new thing!”
Supporting leaders as they listen, discern, and launch new expressions of ministry.
The Congregational Vitality Essential Ministry Team supports churches and ministry pioneers across the California-Pacific Conference as they explore, launch, and strengthen new and innovative ministry expressions. We help leaders discern community needs, form relational ministries, and build Christ-centered models of impact rooted in Wesleyan values.
Why This Process Matters
We believe God is always moving in our communities, calling leaders to notice and respond to the new things God is doing around them. This process provides a simple, relational, and spiritually grounded pathway for developing ministry ideas with clarity and purpose. It invites people to listen to your community, reflect on God’s leading, and prepare well before submitting a grant request. Below is the clear path we follow together.

Step 1: Logic Model
The Logic Model is available at this link.
The Logic Model is a simple, clear tool to help ministry leaders move from a new idea to measurable impact. It clarifies the community need, the goal, the resources required, what the ministry will do, and the expected impact.
Step 2: Innovation Discernment Academy
More about the IDA is available at this link.
Through a combination of validated assessments, a one-on-one leadership interview, and guided reflection, participants develop a personalized leadership profile and growth plan. The academy emphasizes both self-discovery and practical application, equipping leaders to engage in ministry, build teams, and innovate in today’s changing church landscape.
Step 3: Co-Creator’s Academy
This is a three-day innovation collaborative experience that includes the necessary conversations and framing for curating new faith expressions. Participants leave the Co-Creator Event with a strong cohort community and support network, foundational tools for community listening and discernment, and a clear understanding of the start-up journey and how each step builds toward planting a new faith community.
Step 4: Grant Application
Complete the grant application using all that you’ve learned through the Logic Model and the work you’ve completed during the Discernment Academy and Co-Creator’s Academy. Ensure your ministry description is clear, simple, and understandable. Describe your activities, who you hope to serve, and your hoped-for impact. Send the completed application to Rev. Sione Finau, nmchair@calpacumc.org, for review. The Congregational Vitality EMT will prayerfully and thoughtfully review your application and walk with you in support and discernment.
